RSWUWFML2 : Sending executable work item as attachement

Hi Work flow users

I am trying to send executable work item as an attchment to lotus notes - 
email. So that user will be able to click the link and access the work item 
from with in lotus notes, not as separate logon into SAP.

System is 4.6C with support pack 48
Issue is :

RSWUWFML2 is sending the e-mails to our  lotus notes e-mail addresses. I am
sending the executable work item also as an attachment.
What is happening  is getting e-mail about the work item in lotus notes. But 
the attachment is sent as in-line text. And user is not getting the 
attachement for .SAP shortcut file that will take him to work item screen in 
SAP.

For test purposes , I copied the in-line text from the e-mail and saved it 
notepad with .SAP file extension. What I get is the exact shortcut file that 
I expect SAP to send as attachment to lotus notes e-mail.

what am I missing ?
