SC Approved, No backend docs created

Hello,

We have EBP 3.5 in classic scenario with R/3 4.7.
I am facing issue with some shopping carts which do not create backend
documents.
The shopping carts are approved through the workflow, but no backend
documents are created.The workflow shows as completed.

When I check in BBP_PD it indicates changed by WF BATCH whereas if backend
documents are created it indicates chaged by EBP ADMIN.

The SC would remain in status I1129 (Approved) and does not go into the next
status I1112 (Item in transfer process).

Has any one else faced such a problem? Is this a problem with the standard
SAP. Any pointers to the issue would be most helpful.
