To use Workflow on parked documents is necessary to do some configurations.
 
These configurations define WF variants that are assign to Company Code and Document type (basically).
 
Take a look at the following path on img: Financial Accounting->Financial Accounting Global Settings->Document->Document Parking
 
Probably you will find the problem there.Regards,
