Workflow set to status ERROR

Hi All,
We are in the final stages of upgrading to ECC5.0 and we have noticed a
problem when a work item errors.

This particular workflow triggers when an Infotype 0002 (Personal Data)
or Infotype 0006 (Addresses) record is created.

Under 4.6C when the item errored the WF administrator (set in
SWDC_RUNTIME) was notified. 

In ECC5.0 the same happened, however we have had a situation with the
same step erroring where the person who created the IT0002 or IT0006
record received the e-mail error notification.

Has anyone come across this before and know what causes this to happen?
