Yes that's correct - its not filled until the work item is completed. 
And of course you must return _WORKITEM.EXECUTED_BY  **** from the
approval step **** to a workflow container element. 
If you use _WORKITEM directly from the workflow container that is the
work item representing the workflow instance, not the approval work
item.

G'day Bala,

This won't be poulated until after the Workitem has been completed (I
think) because until that point the user can cancel and replace. 

This field is used in the binding from the task container to the WF
container for use in subsequent steps.
