Yes.  

Using PFTC_CHG for a given task, click on the "Description" tab and then
choose the "Text type:" for the related "Language:" you wish to change.

You may need to logon in the desired language to do so. 

Be aware that when you maintain text in multiple languages, you'll need to
maintain the text for each and every language text when the text changes.
