Create mandatory note/attachment after workflow dialog step

Two similar approaches I've used:

a) if it's a custom transaction, give the abusers a button to create the
attachment and/or validate it there (or even in a userexit on a standard
txn).

b) Look for an attachment in the next step and return the user back with
an appropriate message until they've created the attachment.

c) I know I said two approaches, but I've never had a chance to try this
out for real: Use the bog standard create attachment step and then create
something that moves the attachment from WF to the object in question. I'm
not sure if this can be done using standard tools and FM's available but
interesting to see if it's possible.
