Workflow is triggering twice

Hello,

 

Why would a workflow trigger twice, but the event only triggers once? I
had a look in SWEL and I can only see one event triggered, but when I go
to SWI1, the main workflow has triggered twice and now the user gets it
twice in his Inbox,
