Leave Request Portal + Structural Auth.

Dear all,
Is there somebody out there using standard leave
request workflow over the Portal and combine with
structural authorization?
The approver always facing "No Authorization to
maintain absence 0100 exists".
FYI. in structural authorisation when I activate
maintain, they can approve. By giving this maintain
access they will be able to change the org.structure
which is we don't want to.
Is this the only way we have to do by giving them
maintenance access?
