Well, it's not that often I get to answer my own questions, but for
those of you interested, here goes...

The real error was in Output Determination.

In this case, there actually was an OSS note 886606, which explained
correctly (but perhaps not explicitly) what the problem was.
The function BBP_OUTPUT_PD_CREATE was being called, and was causing
BUS2201 SETRELEASED to fail.

So, the message is, that in some cases it actually is true that config
changes can have negative impact even on standard SAP workflows.
Only curiosity at this point is why the note applies to SRM 550, and we
are on SRM 4.0.
