Don't get hung up on individual transactions - there are lots of ways to
maintain org objects and the org plan.  PPOC would not even be on the
top 10 list. 

The main difference between working with HR and without HR is that
without HR positions are held by userids, with HR positions are held by
personnel numbers, and personnel numbers have a communication
relationship to the userid.

Does the org. assignment PPOC change when SAP HR is installed? or is the

same process of going to PPOC and creating positions, users, jobs etc?
Is 
there any other dependency on SAP HR for PPOC
