transport workflow -error

Hi workflowers

 We are using standard workflow for transport purpose. To start the workflow
the user has to do following steps,


   1. Go to se10
   2. select the released request and go to Utilities->create transport
   proposal.

 3.In the new window he/she has to enter a drscription text,target system
name and client number.

 After the third step he/she has to press 'create' button to trigger the
workflow. But I'm receiving an error as soon as some one do the third step.
The error is like this

 'internal error occurred while calling a CTS service. Function module
CTW_WS_WRITE_ACTLOG was called with incorrect set of parameters'.

 The error is attached.

 Any help will be greatly appreciated.
