Try looking at the supported address types for the INT nod in transaction
SCOT by double clicking the Mail item attached to the INT node then go to
the Internet supported address. Conversion routines are involved during the
send based upon the formats listed there.

It worked when we was on that patch level, but we get an attachment in our
e-mails, not a URL.
In any case it seems your attachment is being unpacked. I suppose this must
happen either in SAP, in the mail sender on your application server, or on
your incoming e-mail server. It sounds strange that the incoming e-mail
server should unpack it, so I would guess one of the other two.

The message should be OK with attachments from RSWUWFML2, so I would start
by checking the outgoing e-mail (transaction = SOST?) and the configuration
of the mail service. I'm afraid I can't help you with the details, I have
never seen the setup of mail services.
