Anyone know what can cause this role resolution problem?

When I execute (pfac_dis / test) standard role 134 I get a different
result from what I get when I execute function module
EDI_ROLE_FOR_PROCESSING.  
 
I pass the IDOC Number to the standard role and I set DOCNUM in the
function to IDOC number using the debugger.
 
The function returns the organization specified on the partner profile
(we20) and the rule returns the IDOC Administrator.
 
Why can be causing this?  I do not understand how I can be getting
different results when the role calls the function.  I tried adding
breakpoints to the function but the breakpoints do not have any impact
when I simulate the rule.
 
Any help is greatly appreciated.
