Approve Attendance Bookings

I have a issue when executing a WI from ESS for task TS01200196
(Approve Attendance Bookings) (BO PDRELA_025, method APPROVAL).  When
the user executes the WI from ESS Inbox they are left with a popup box
with the message 'Work Item nnnnnnnnn cannot be reserved in status
completed.

If I execute the same WI from the SAP Gui, then it ends OK, no
message. Just happens from ESS.

Has anyone else seen this/overcome it?
