'Forward' work items to certain agents based on task ?

Hi folks,

Here's another question:
Has anyone restricted the use of the 'Forward' function in the SAP workflow
inbox so that, for example, when the forward is pressed some logic kicks in
that says this workflow task (approve purch req) should only be forwarded to a
workflow administrator and not any old user ?

Would the workitem exits work for this type of request ? Can't seem to find any
user exits or BADI's called when the Forward is executed but it looks like the
work item exits are. Has anyone used this type of technique ?
