WF Substitution & User Parameters?

Hi all

We have come across some users where the substitution does not appear to
work in the productive environment. By that, I mean that, when a personal
substitution is maintained and then activated or adopted, the user who
should now be able to see the other user's work items does not see them.

All the usual things have been checked.
1) That the tasks do not have classifications
2) The substitution has been maintained Classification free
3) The validity dates are appropriate for the test
4) Other users are able to substitute for the same individual with no
problem.
5) There is no authorisation problem - SU53 has been run but not returned a
solution.

When the security team compared differences between users who were a
sucessful substitute, and those that were not, they recognised differences
in the User Paramters. The change they made, that appeared to be
successful, was described to me as:

"The parameter is WLC  with the value XbbbXbbXX where b = space bar and the
X must be in upper case. "

I have hunted around for any clarification regarding Users Parameter setup
as a prerequisite to workflow Substitution, but to no avail. Has anyone
else ever come across this, or able to direct me to documentation regarding
this User Parameter?
