Graphical builder not available on new 640 system

Hello all,
This is a long shot, but....

On a brand new 6.40 installation, the graphical workflow builder doesn't
start. Instead, PFTC and SWDD just drops me into the tree view.

I've dug around, there's some info about instance profile parameter
'sapgui/user_scripting' that is required on the server for graphical
frontend apps. It's been set to TRUE, server restarted, and still no WF
builder....

Any shedding of light on this matter would be appreciated,
