Admin program to take over a users Inbox 4.6c

I am looking at the programs in dev class SO. 
I see a program called RSSOCHOW but not sure if this is what I want. 
 

What I am trying to do is get all the messages from a user and
determine what 
they have for clean up work. 
 
How do I take over a users inbox?
