user profile to recieve work-item

sorry to ask you a simple question,
Do the User needs any profile to recieve a work-item? 
workflow log is shows 3 possible agents , but
work-item is not sent to all..only one agent recieved
a work-item in his in box.
where the problem is? is it in User Profile.
