How to transport workflow start condition?

OK guys, I have found the solution for this. This is for information only.
Initially I found an OSS note 350026 that said there is a source code
error in FM: SWB_START_COND_TRANSPORT_CHECK. But when I compare the
correction with the FM in my system, everything is already in place, i.e.
it's already up to date. Again I tried to transport using SWB_COND, but
still the start condition was not transported. So this is what I did.
Looking at the FM source code, I notice what the program does is adding
object SWBRULECOM in the transport request. So I called up the object list
in my customizing transport request and manually added an entry R3TR TABU
SWBRULECOM. Then I clicked Extras -> Change object function and selected
Entire table. Finally the start condition transport worked.
I think the above function module is not being called up whenever you
create the transport from SWB_COND. Otherwise it would have added the
entry automatically.
