Employment and Salary Verification Workflow

A program can raise the create event like it does for the W-4 WF.

We are looking to use the Employment and Salary Verification workflow 
(WS01000045) within ESS, and I'm a bit confused as to how it works. 
There 
is no triggering event for this workflow, so can someone explain to me
how 
it gets kicked off?

Any information regarding this process would be greatly appreciated.

We are on SAP 4.7, using Portal 6.0 SP2.   Thanks.
