Event not being raised

Hi,
I  want to use the event 'CREATED' on BO type 'USER' to trigger a workflow
when a new user is created.
If I create a new user and check the event trace using SWEL I do not see
the event raised
and the workflow does not start. All linkages are active.
We're on release 4.7. Any ideas folks?
