Suddenly replacing work item makes them visible to non-selected users

Hi workflowers:

Something strange is happening in our system (R/3 Release 4.6C).

As we know, if we receive a forwarded work item and replace it, the work
item will become visible to all the originally selected agents again.
And that's how our system had been working. 

But suddenly it started to work strangely: When one replaces a work item
forwarded to him, some unrelated users see it too. What's more, in the
work item's technical view, if we do Goto>>Agent>>Selected Agent, we see
only the selected agents, not those unrelated agents. There are no
errors in the log, and we knew the problem only after other users
complained about receiving strange work items. 

Any idea would be greatly appreciated.
