Web Transaction task question

I have created a new task and assigned a 'Web Transaction', its the
same as TS10407972 (EBP change rejected SC).  Uses BOR object FOMR,
method HTMLPROCESS.

Checks OK, and executes ok.  But, when I sign into EBP and pick the
workitem up from the Inbox (Approve), it displays the IAC transaction
ie the SAP IAC is not rendered to produce the nice html output screen.

Anyone know why?
