start conditions in workflow events

Have you checked that your start condition setup is the same in QA as in
Dev?
The description of SWBRULECOM is "WF: Client-specific start conditions".

I have two workflows, which are executed for different conditions.
One is for material addition and material deletion.
They are working fine in Dev Client but not in QA. In debugging I found
the table 'swbrulecom' is not containing the required entries in QA
client. Where should I enter the values for this.
