start conditions in workflow events

I have two workflows, which are executed for different
conditions.
One is for material addition and material deletion.
They are working fine in Dev Client but not in QA. In
debugging I found the table ‘swbrulecom’ is not
containing the required entries in QA client. Where
should I enter the values for this.
