Couldnt execute workitems/tasks from Business workplace

When we try to execute the work-item, system fails to
execute work-item/task and issues a message i.e. No
administrator found for the Task; Message# 5W141.

As part of WF configuration, Administrator has been
identified already in SWU3.

I have 2 workflows for the same event, 
could any one guide us in resolving this issue.


this is happening other than DEv Client.
