Fw: change of work item language

Hi,

I have customized workflow the for the approval of travel expense report 
through portal. This is used by the all over the world and from Japan and 
China they will login from their local language. When the approvers of the 
employees are approving through local language then workflow is going to 
ERROR. I want to know how to change the LANGUAGE of work item at run time 
to English from any other local language in the workflow. 

Through Administrator privileges, I can change the work time language.. 
but I want to apply this through configuration. So pls give a solution to 
change the workitem language.
