Hi Rick,
It should. Any BG step in status READY for more than 10 min or STARTED for
more than 20 min gets a message "Work Item 1234 is in status STARTED.
Please initiate corrective action.. blah blah waffle.." sent to the WF
admin. (From memory, but something similar).
