Event activation in Production environments

Hi:
 
 Further to my last e-mail   I actually have no access to this.   Sorry
about the typo
 
 We have a situation here, where as Workflow administrator, I have NO
access to activate or deactivate events in our Production environment.
 
In your opinion, is this a normal situation.
 
I would think that the ability to stop and start flows should be
available in the event that a transport cripples a particular flow
causing problems.
 
Any ideas would be appreciated.
