Urgent: searching for a user maintenance webflow

Hi,

we would like to know if a workflow template exists in the SAP standard (6.40) wich processes user maintenance via web. 

That means: 

Somebody requests a SAP user via a web form. A second person reviews the request. If the request is approved, the SAP User will be installed via the workflow.

(This is only a very short description of the required process).  If have already looked in the where-used list of the object type USER but I did not find any template. 

If anybody knows whether such a standard template exists or not   - please tell me!
