Rule: Responsibilities maintenance

Hi all,

 

I've created a rule for agent determination with responsibilities and
assigned users. I've transported it to our productive environment: the
user assignment in the production environment was empty, as expected,
however when I tried to maintain it in production I've received message
"Changes to Repository objects are not permitted in this client".

Any idea why? As far as I know the user assignment should be enabled in
each client as master data...
