Forwarding Workitems from report SWI2_FREQ

Hi All,
 
Normally I am able to forward workitems from report SWI2_FREQ by looking
at the Workflow in question and going into the individual workitem.
 
Unfortunately, I never get the option to forward where I am normally
used to seeing it in this report.  All my tasks are set to general under
attributes and I have SAP_ALL authorization so I am a bit stumped.
 
We are on 4.7 extension set 2.
