Sue,
Have you considered swapping to SO16/"Send to user's home address"?
 
This way the mail is sent to the user's default communication type / address (such as email / email address) specified in the user's master data (SU01).
 
No email address or default communication type is not email, then they don't get any email notifications.
 
On the other hand, if they do have  communication type email and an email address then all emails (not work items) are automatically forwarded to their email address.
 
Plus RSWUWFML/2 look at the "send to user's home address" setting before it looks
for the SO13/SO36 autoforwarding stuff.
 
And the SU01 settings can be mass handled, e.g. using BAPI_USER_CHANGE (e.g. if you want to align it with infotype 105/subtype 10) or the SU01 mass maintenance transactions.

Hello all,
 
We have users who will not log on to SAP.  Currently, we have utilities
which run to maintain their (all users) autoforwarding address.  This
results in these users receiving notification of workitems that they
neither want, nor have any intention of logging on to execute.
 
Transaction SO13 will allow us to maintain the autoforwarding address.
However, SAP checks if the person who is running the transaction owns
the autofowarding address/inbox and if the person running the
transaction is an SAP office administrator before it will display the
autoforwarding maintenance screen.
 
Does anyone know of a better way to delimit other users' autoforwarding
address, short of coding a custom solution ?
