Triggering New Workflow in 4.7

Hello All Workflow Developers,
 
   We are currently in an upgrade project going from SAP 4.5B to SAP 4.7. I
am testing all custom workflow that were developed in the old system and
converting any objects that were updated for 4.7.
 
   I used the business object BUS2081 for 4.5 and had to rewrite it for 4.7
because of new transactions used. I completed rewriting the business object,
added the new business object to the event type linkage (SWE2), and the user
exit (ZXM08U16) and created a work template with a notification process.
 
   Here's the problem: when I create an invoice the event gets published and
in the event log it shows that the workflow was triggered but no steps are
executed. When I execute the workflow manually using transaction SWUS, the
steps are executed and a notification is sent. I don't understand why the
workflow steps are not executed when the invoice is posted? Any help will be
appreciated.
