Requested Start

Hi all
 
A query regarding 'Requested Starts' on work item tasks. Can a terminating event operate upon a work item being created, but not yet started?
 
I've placed a requested start on a work item task, with terminating events. The work item is created, i.e. has a number and is visible in the logs, but is not yet started.
When the terminating event is triggered, the log picks this up however, the task does not complete even after the work item starts.
 
I'd greatly appreciate any feedback on this query.
