Thanks for your suggestions. I would like  to have your opinion  on,
 
1. Lock the user ID -  Basis team  do not want to keep the user ID due to
licensing issue with SAP.
 
2.  Substitution:  I came across your article in FI/CO Expert  Feb'04
edition, where in you  have described Workflow Substitution in  detail.  My
question are these specific setting? What I mean is their  any way Basis or
IT can do mass or individual maintenance   ?

Uday,
For employees  who have left the company, best approach seems to be
(regardless of  release):
 
1) LOCK the user id of the employee who is leaving - don't  delete them -
note that if you delete them you also lose audit trail  information about
who performed a task so deleting is not a good  idea.
2) Use user-to-user active subscription (i.e. an entry in table  HRUS_D2)
to send their
work items elsewhere - that then covers their  current as well as any
future work items.
3) Of course change your  system to point to the new user, e.g. by
maintaining the data that  your
agent determination rules are using.
 
Forwarding in 4.6C - there  is a SAP_WAPI function module - but play around
with it because it has  some
restrictions - e.g. you may need to reserve the work item  first.
Also the administrator functions such as SWIA and SWI2_FREQ do allow  you
to go into the technical display
of the work item and forward  it.
I'd suggest that if you are finding you need to do this regularly  you:
a) Look at your procedures for maintaining the data your  agent
determination rules are using and talk to the people who are  maintaining
that data - they need to understand the impact of delays in  maintenance on
workflow.
b) Consider using the WAPIs to put together a  small program that just
forwards the work item, or
c) Get very used to  and document how to forward a work item from
SWIA/SWI2_FREQ  etc.

The  Administrator Forward function is new in 4.7.  It does not exist  in
4.6C.

I am also struggling to forward workitem  from users. We are in 4.6C. I
tried following steps,
 
1. With  workitem I go to  SWIA
2. I don't see the "Activities" Tab. However  when I click on "Execute for
Testing" then Cancel the action, I see the  Forward option.
 
I am not sure why this happens. Does that mean I am  missing any
authorization? SU53 seems to be fine. Arvindh suggested to  use
SWW_WI_FORWARD function module. But then we have to write some code.  What
is the alternative?

We are on 4.7 and these  are the steps I take to forward a workitem (which
is slightly different  from what I did in 4.6C):
 
1.  From SWI5, I pull up the workitem in  question
2.  On the "Activities" tab, I need to double-click on the  description. In
 
4.6C, we were able to click once on it, click another  option, and then get
 
the option to forward.  This time, I need to  double-click on the
description which actually brings me into the document  as if I am going to
 
release it.
3.  I back out of the document  screen and am then given the option to
forward.
 
Don't know if that  helps or not.

We just got 4.7  as well and the only way I found to forward workitems is
with transaction  SWIA.  You have to know the workitem no, so I use SWI5 to
 
get the  work item no. and then SWIA to forward it.  If you find a better
way,  please let us know.
