WF Container Element Missing

Hi Jeff,
 
I have only run into this in a transport situation.  This seemed to
happen a bit too often in the 4.6A - 4.6C transport area.
 
When you save Jeff, are you hitting the activate button?  I seem to
remember this resolving some problems with saving I had on 4.6C.
