2 New User status created and workflow is triggered on both

Hi ,
I am working on a CRM /TPM project where I have created an approval
workflow that is suppose to be triggered on a user status
ToBeApprove. There are 3 user status's in the user status profile ZXXXX.
Unfortunately in the marketing planner you can select any of
the status's and save the Trade Promotion and the work flow is triggered.
Do I have to do something special with the Status's ?
