Purch Req workflow triggering issue

I am in the process of developing a workflow for purchase requisitions
using BUS2009.  I apologize for asking some basic questions but it has been
almost 2 years since I have been developing in workflow and I am
struggling.
 
I ideally the customer wants to start the workflow as a purchase
requisition is created.  After this point the customer wants to be able to
approved individual line items on the purchase requisition. However, the
only triggering events that appear to be available are RELEASE STEP
CREATED, REJECTED, RELEASED, RESET or SIGNIFICANTLY CHANGED - this is for
both BUS2105 and BUS2009.
 
Is it possible for me to create an event of CREATED?
Should I create a workflow from BUS2105 and then a subworkflow of BUS2009?
How are others implementing purchase req. workflows?
Also regardless of which option I choose within the workflow (rejected,
save, etc) I end up with a released purchase req.  It doesn't appear to do
anything, including sending a message to the appropriate person?
