Event Not Triggering

Hello All,
I have a problem with an event not triggering under certain circumstances.
 
On BUS2054 (Work Breakdown Structure Element) there is an event 'Created'.
 
I added this to BSVW for the system status CTRD and have a workflow that tr=
iggers on this event.
 
Scenario 1 works fine, scenario 2 does not work.
 
Scenario 1:
1.A project is created, WBSe's are added but the project is not released.=
 2.When the project and WBSe's are saved, I see the events in the event log=
 (SWEL)  for BUS2054 Created for each WBSe' created.=20
3.Then I go back and add further WBSe's and save them.=20
4.The BUS2054 Created events are then visible in SWEL.
 
Scenario 2:
1.A project is created , WBSe's are added and the project is released.=20
2.When the project and WBSe's are saved, I see the events in the event log =
(SWEL)  for BUS2054 Created for each WBSe' created.=20
3.Then I go back and add further WBSe's and save them.=20
4.The WBSe's are automatically released but no BUS2054 Created event is tri=
ggered (not in SWEL) even though in the change documents for the WBSe it sh=
ows the system statuses as CRTD (Created) followed by REL (Released).
 
 
Has anyone come across this problem, and can anyone offer any suggestions o=
n how to resolve it ?
 
I have checked OSS and found nothing.
