Workflow error status notifications not received by workflow administrator

Hi all,
 
We have implemented workflows for web-based purchase requisitions using
4.6C and the ESS Portal.
Our workflow administrator is not receiving  notifications of workflow
error status in Production, however he does receive notifications of
error status in our test system.
 
Our workflow administrator set himself up in SWDC - selected USER   (my
sap userid) as the workflow administrator.
His smtp address is properly set up and works fine for sap mail, and
also for overdue notifications from the workflow - all of which are sent
to his outlook mailbox properly.
He did not set up forwarding in my SAP office profile (which is the same
as on my test system)
The email sending job and SCOT are set up properly because all other
emails work fine.
 
But,  as the workflow administrator, he does not receive an email when a
workflow goes into error status.
 
This all works fine on the test platform, so he thinks he must have
missed something in the config of the administrator on prd.
 
Any advice is greatly appreciated.
