Event Queue in 40b?

Event queue was introduced in 4.6, Andrew - there was no equivalent before that.
 
If you want to work out a custom equivalent and need a hand give me a call - you have

We have a client running R/3 40b and they want to implement a workflow for which it may be appropriate to put receiver events into an event queue - only problem is I can't find it! Does anyone know or remember whether it is possible in 40b to use event queues and if so any instruction would be much appreciated. Thankyou.
