Workplace Resubmission

Hi
 
Can someone explain how the Workflow part of the Resubmission folder in
Business Workplace should work?
 
My understanding is that when the Resubmission date is reached, the work
item should move from the Resubmission folder into the Workflow Inbox.
However we have items in the Resubmission folder where the Resubmission
date is in the past.
 
Any explanation would be greatly appreciated.
 
We are on 4.7 Enterprise version 620.
