WS94000005 Trip Cost Approval - Locked user records

When users go into approve subordinates Trips 2 windows pop-up and overlap.
The CPIC/RFC and the summary.
Even though they've been told to close the summary screen, 8 out of 10 times
they forget and the user record gets locked.  Sometimes, not always, the
locked previously process workitem is in their inbox which they can execute
to unlock the record.
Question,  can the workflow admin unlock the user record?  If she can, how?
