Missing agents not in missing agent list

Hi Claus,
The work items will only go to SWI2_ADM1 if your rule does NOT have the "terminate if no agent found" flag set. This flag sends the workflow into error.

I have a problem that workitems without agents do not show up in SWI2_ADM1
but instead the workflow goes into error.
