Absence of method CREATE of object BUDBILPLAN (ISU)

Hi,
 
In a ISU instance,
 
- does someone know why there is no method CREATE (who will call EK92) for
the object BUDBILPLAN, since there is methods edit and display?
 
- Is there a good reason why create is not there?
 
- If you want to create a plan (by calling EK92) is there another
object/method or should I add a method create to BUDBILPLAB ?
