Hi Yaron,
There is a standard wizard called "Choose agent" that you should use instead.  Look at the menu options in the Workflow builder and you should find it.

Sorry for the delay and thanks for the input.
 
The functionality that I trying to implement:
I need to create a workflow with 'Document From Template' step,
That has to pass a few users that input data in document.
The problem is that the customer don't have a logical way that I can
create a role for the next user who will get the task,
The customer wants to decide at runtime who will be next.
Do you know any function or way to do it without doing upgrade to
4.6D?

Yaron,
Release 4.6D is a basis release that can be applied to an R/3 4.6C
functional level system.
So you could always upgrade as this is only a  basis upgrade not a
functional upgrade.
 
It might help to know what functionality you are trying to implement, e.g.
do you just need to optionally call a subflow? Then a condition might be
all you need.  Do you need the user to opt for the extra subflow? Then a
user decision may be all you need. etc.

And I run on 4.6C, Have you any idea how can I get the same results in
other way?
