Just a suggestion, if terminating events are not working for decision steps:
try with a fork (decision step without terminating event in a branch, and
"wait for event" step in the other branch). I have done this and it works.

I only recreated the problem you bumped into, just to try tro help you out.
Until now we have no need for
implementing this scenario in our workflows. Hope you can figure out
yourself how to sove this!
